In accordance with Regulation 33 of Waterworks Regulations, any person has to possess of 2 parts of qualifications for applying a new Grade I Plumber's Licence. This programme aims to provide the part II qualification for the practitioners who fulfilled the part I qualification.
Programme Structure MBS3025X - Statutory Requirements and Procedures of Plumbing Works in Hong Kong (36 hrs) MBS3026X - Project Management in Plumbing Services (30 hrs) MBS3027X - Plumbing Practical (6 hrs) Assessment- Except for MBS3027X, learners' performance in each module are assessed by Continuous Assessment (CA) and End-of-Module Assessment (EA). Learner has to pass the End-of-Module Assessment (EA) for passing a module.
- The minimum attendance requirement for an individual module is 70%. Learners are not allowed to sit for the End-of-Module Assessment (EA), if he/she failed to meet the attendance requirement.
Medium of Instruction (MoI)The medium of instruction is Chinese, supplemented by English terminology. All teaching materials, assessments and marking scheme are in Traditional Chinese.
Schedule - 2 to 3 nights per week, 18:30 - 21:30 or 19:00 - 22:00.- Module “Plumbing Practical MBS3027X” will be arranged in Saturday (13:00 - 21:00), please refer to the timetable for the details. Absent from the lesson of this module will not be allowed to sit for the EA.

External RecognitionThe programme is recognised by Water Supplies Department (WSD) as the Part II qualifications in applying for a new Grade I Plumber's Licence. Graduates of this programme may apply for a new Grade I Plumber's Licence, if he/she has already fulfilled the part I qualification. The award of the programme must be issued within 5 years before the date of the relevant application. For detailed requirements of new Grade I Plumber's Licence, please refer to the WSD website.
Entry RequirementsFour years’ relevant work experience (Plumbing) & any one Academic Qualifications as below:
1. Professional Diploma in Plumbing Engineering (QF Level 4) that is provided by the Vocational Training Council (VTC) in academic year 2020/21 or after, the issue date of which is within 5 years before the date of application.
2. Diploma in Plumbing Engineering issued by the VTC, the issue date of which is within 5 years before the date of application; or
3. Certificate in Plumbing and Pipefitting issued by the VTC, the issue date of which is within 5 years before the date of application; or
4. Certificate in "Refresher Course on Plumbing and Pipefitting" issued by the VTC, the issue date of which is within 5 years before the date of application; or

Vplus Subsidy Scheme
This course is an eligible programme under “Vplus Subsidy Scheme – Vplus Engineering”. Under this scheme, successful applicants will be refunded 60% of the paid tuition fees of eligible programmes, subject to a maximum of $45,000 per person.
